Provides short-term emergency assistance for Concord residents. This assistance includes food, shelter stays, rent, electricity disconnects, gas disconnects, fuel, travel, prescriptions, and burials. All applicants must complete and application and bring documentation for proof of residency to determine their eligibility.

NH towns and cities are required to have welfare programs for the purpose of providing temporary short-term assistance to residents who are not able to pay basic living expenses, when no other resources are available.

Provides a permanent outreach and intake structure to the community for all CAP programs. Eligibility for many programs based on income.
- Emergency housing assistance and other crisis support (food, clothing, information and referral).
- Food Distribution. USDA Surplus Commodity Foods are made available to needy households through local Emergency Food Pantries and through periodic mass distributions to eligible households. Administers Supplemental Nutrition Program for Women, Infants, and Children (WIC).
- Fuel and Electric Assistance. Provides grants during the heating season to income eligible households by assisting in paying energy bills, establishing fuel credits, or paying the energy portion of rent when heat is included.
- Weatherization. Improves energy efficiency of homes and mobile units.

Free or low cost medical and dental insurance for uninsured NH children. Health insurance coverage under Medicaid for children is known as NH Healthy Kids Gold. If income exceeds the limits for coverage under the Healthy Kids Gold program, children may still qualify for low-cost health insurance through Healthy Kids Silver.

Provides financial assistance for low-income pet owners and people adopting pets from animal shelters to neuter their cat or dog. It is part of the state's program to reduce pet overpopulation and threats to public health and safety from mid-Atlantic rabies and other sources.
